How to Hire a Lawyer in Turkey: A Step-by-Step Guide for Foreigners
From your first enquiry to an agreed engagement: seven practical steps for instructing Turkish counsel.

What to know first
To hire a lawyer in Turkey, define the matter and any deadline, verify the individual lawyer’s bar registration, arrange a focused consultation, and agree the work and fees in writing. Formal representation may also require a suitable power of attorney. If you live abroad, confirm document formalities and communication arrangements before the work starts.
- Verify the individual lawyer who will handle the matter.
- A consultation, a written engagement and a power of attorney serve different purposes.
- Agree what happens next, who will do it and which costs are separate.
1. Define the matter before looking for counsel
Start with a short description of what has happened, what you want to achieve and what needs to happen next. Buying an apartment, defending a claim and challenging an official refusal involve different work. Identify the relevant city, the parties and any connection to another country.
Prepare a chronology with dates, amounts and the documents already available. If you have received a court paper, enforcement notice or administrative decision, include the complete document and evidence of when and how it reached you. Put a possible deadline at the start of your enquiry; do not wait until every document has been translated.
For a new transaction, say whether you have already signed, paid a deposit or authorised another person to act. The first assessment changes when a commitment has already been made.
2. Verify the lawyer’s professional identity
Ask for the responsible lawyer’s full name, bar association and registration number. Check those details using the Union of Turkish Bar Associations’ lawyer register or the relevant local bar. An agency name, website or social-media profile does not identify the individual lawyer who will represent you. An English-language search for an attorney in Turkey should still lead to these individual professional checks.
If a message requests payment or claims to come from a lawyer, independently confirm the sender through established contact details. A matching name alone does not verify the person controlling a WhatsApp account or email address.
Ask who will carry out the legal work and who handles scheduling or administration. English descriptions such as “lawyer” and “attorney” should lead you to an identifiable professional, rather than substitute for verification.
3. Arrange a focused initial consultation
A consultation should help identify the legal question, the relevant procedure and the information still needed. Confirm the language, meeting format, duration, fee and whether document review or a written follow-up is included. Sending a large file before the meeting does not mean its full review has been agreed.
Useful questions include: What can be assessed now? Which records are missing? Is another jurisdiction involved? Is an urgent protective step worth examining? What work would require a separate instruction?
A legal consultation online can be a practical starting point for a foreign client. It does not automatically replace original documents, authority or attendance required later.
4. Agree the scope and fees in writing
The engagement should identify the client, the appointed lawyer, the work covered and the fee arrangements. Describe the service by its actual task: for example, review of a defined contract, a written assessment or representation at a specified stage of proceedings.
| Confirm | Questions to settle |
|---|---|
| Work and deliverables | Which documents, applications, meetings or procedural stages are included? |
| Professional fee | What is payable, in which currency, when and with which applicable taxes? |
| Other costs | Are court charges, translation, notary, experts, travel or enforcement separate? |
| Later stages | Are appeals, a new claim or collection work covered by a separate instruction? |
| Reporting | Who receives updates and gives instructions? |
Compare proposals on the same scope. A lower headline figure may cover fewer tasks. Ask how additional work is approved and retain the agreed terms and payment records.
5. Confirm authority and foreign-document requirements
A fee agreement sets the commercial scope; a power of attorney grants authority for specified acts. A conversation or payment alone may not authorise a lawyer to appear for you before a court or public body.
Ask the appointed lawyer for the required wording before arranging a power of attorney. The route may involve a Turkish consulate or a foreign notary, depending on the document and circumstances. Authentication, translation and special powers must be checked for the intended Turkish use. Read the Ministry of Foreign Affairs’ consular guidance and confirm the relevant consulate’s current requirements.
Where the Apostille Convention applies, an apostille can replace traditional legalisation for an eligible public document. It does not resolve every issue about the document’s content or legal effect. See the HCCH Apostille resources and our notarial-document support page.
6. Set practical communication arrangements
If you are hiring a lawyer in Istanbul while living overseas, agree the working language, time zone and person authorised to approve decisions. Ask how you will receive copies of material filings, official decisions and requests for further information.
Use an agreed method for sharing sensitive records. Keep original files, complete message histories and signed versions organised. Send new notices promptly and make clear if your address, telephone number or travel plans change.
Ask who monitors the procedural deadlines within the agreed instruction and what you must supply in time. Do not assume a general enquiry has been accepted as an urgent instruction.
7. Confirm the first action and review the arrangement
Before work begins, check that acceptance, payment, authority and any outstanding documents have been addressed. Agree the next action and how you will know it has been completed. A realistic explanation should distinguish work the lawyer can control from decisions made by a court, authority or another party.
Keep a single file containing the engagement, authority documents, receipts, key correspondence and case references. If the matter expands, confirm the additional scope rather than relying on an informal assumption.

Frequently asked questions
Can I hire a Turkish lawyer while living abroad?
An initial consultation can usually be arranged remotely. Formal work depends on the accepted instruction, the procedure and any authority, original-document or attendance requirements.
Does every consultation require a power of attorney?
An initial discussion and formal representation are different. Ask what identification and authority are needed for the particular service; court representation generally requires suitable authority.
Is an email or WhatsApp conversation enough to start representation?
Do not assume so. Confirm acceptance, the appointed lawyer, scope, fees, authority and any urgent action expressly.
Can one price cover every stage of a case?
Only if the agreed scope actually covers those stages. Ask specifically about appeals, enforcement, translations, official charges and work in another country.
