Understanding Lawyer Qualifications in Turkey: A Guide for Foreign Clients
Understand what a degree, professional title, bar record and practice description can tell you—and what still needs checking.

What to know first
When assessing lawyer qualifications in Turkey, distinguish legal education from professional admission and current registration, then assess relevant experience separately. “Avukat” is the Turkish professional term for lawyer. A degree, postgraduate qualification or English-language profile does not by itself establish authority to practise or suitability for your instruction. Verify the individual and ask how their experience matches the work.
- Professional registration and practical suitability answer different questions.
- Entry requirements and exemptions can depend on the applicable route and education dates.
- Ask about the named lawyer’s role, experience and communication, rather than relying on titles alone.
Four questions hidden inside “qualified”
For a foreign client, the word “qualified” can combine several ideas: education, entry to the profession, current professional status and experience with the proposed task. Keep these questions separate. A person may hold a law degree without being the lawyer who can accept and carry out the contemplated representation.
| Question | Useful evidence or discussion |
|---|---|
| Education | Relevant academic background, without treating it as registration. |
| Professional identity | Full name, bar association and registration details. |
| Suitability | Experience with the legal subject and procedural stage. |
| Working arrangement | Availability, language, responsibility and agreed scope. |
These checks work together. An impressive biography should lead to focused questions, rather than remove the need for them.
Legal education and professional admission
The Turkish Attorneyship Law, Law No. 1136, sets out admission conditions and exceptions. Its framework addresses legal education, professional training and other requirements. A foreign law degree does not, by itself, establish entitlement to practise as a Turkish lawyer. The relevant recognition and professional route must be considered.
Entrance-examination requirements also need care. The Ministry of Justice’s 2026 HMGS announcement identifies eligibility and exemptions linked to education dates. It would be misleading to assume that every practising lawyer had to take the same recently introduced examination.
For a client choosing representation, the practical task is to verify the individual’s professional identity and ask the relevant bar to clarify any uncertainty. This guide is not an admission assessment for applicants. Consult the current official legislation and applicable rules for a particular qualification route.
Avukat, trainee and academic titles
“Avukat,” often shortened to “Av.,” is the Turkish professional term used for a lawyer. A trainee is described as “stajyer avukat.” Official searches distinguish lawyer and trainee records. Do not assume that similarly worded titles describe the same professional status or independent responsibility.
A master’s degree, doctorate, university position or training certificate may explain an area of study. It does not answer who will accept the instruction, handle the work or take professional responsibility. Ask those questions directly. A general label such as legal consultant, adviser, partner or international desk should also be connected to a named person and a clear role.
If a trainee, assistant or coordinator will help with the matter, ask which lawyer supervises the work and who communicates the legal advice. Team assistance is not itself a concern; unclear responsibility is the point to resolve.
Verify registration separately from the biography
Ask for the full name, bar association and registration number. Use the TBB lawyer search or the relevant bar’s official register, and clarify any discrepancy independently. Follow the step-by-step verification guide to connect the professional record with the person contacting you.
A record does not demonstrate experience in your exact type of case or validate an unsolicited payment request. Likewise, a missing or unclear online result needs investigation before drawing a conclusion. Contact the relevant bar association about a current-status question rather than relying on an old screenshot, directory listing or a third party’s assurance.
Assess the work behind a practice description
Practice descriptions such as family, property, commercial or immigration law help organise an enquiry. Ask what the lawyer actually does within that field. Drafting an agreement, negotiating a settlement, bringing proceedings and pursuing enforcement involve different tasks and stages.
Ask for anonymised examples, the lawyer’s personal role and the difficulties that commonly arise. A useful answer can explain a process without revealing another client’s confidential records. Avoid treating a volume claim, online rating or success percentage as a complete assessment.
Where an academic qualification or specialist credential is presented as important, ask who issued it and what it demonstrates. Do not assume that every descriptive practice label is a formal specialist accreditation. The lawyer-selection guide shows how to compare experience with the proposed scope.
Language and international experience
An English-speaking lawyer can make discussions easier, but language ability and legal experience remain separate. Ask who will explain Turkish documents, whether written summaries are included and how translations will be arranged. Be explicit about the language in which you need advice.
An international matter may also require advice in another country. Identify which law and procedure the Turkish lawyer is addressing and whether another adviser is needed. Dual qualification, an overseas degree and cross-border experience are different claims; ask which one is relevant to the particular instruction.
For remote work, agree the document channel, time-zone expectations and any requirements for authority. A foreign document’s translation, authentication and use in a Turkish procedure can raise separate issues. Confirm the intended formalities before paying for certification.
Put credentials into a workable engagement
After verification, connect the credentials to a practical proposal: the named lawyer, the initial work, the deliverable, the timetable assumptions and the fee. A well-qualified professional may still be unavailable for the deadline or may recommend a different colleague for a specialised task.
Use the 25 questions before hiring to clarify remaining gaps. Keep a copy of the agreed terms and confirm acceptance before relying on anyone to take action. Qualifications matter, but the decision also depends on an instruction that both sides understand.
Frequently asked questions
Does a Turkish law degree mean someone is authorised to represent me?
A degree alone does not establish professional admission or current status. Identify the individual lawyer, verify their registration and ask the relevant bar about an uncertainty.
Must every current Turkish lawyer have passed HMGS?
Do not make that assumption. Entry-examination rules include eligibility conditions and exemptions linked to education dates. The applicable route needs to be checked against current official rules.
Does an overseas qualification establish Turkish practising status?
Not by itself. Ask which jurisdiction the person is qualified in and who is responsible for advice and representation in Turkey. Verify the relevant Turkish professional identity separately.
